CAPE TOWN - The South African Maritime Safety Authority (Samsa) on Tuesday said it expects the stricken Seli-1 to be removed from Bloubergstrand in 2013.
The vessel is not insured, so Samsa had to take over the rescue efforts.
Government has reportedly spent in the region of R40 million since it ran aground off Bloubergstrand in Table Bay back in September 2009.
The owner of the vessel abandoned the ship while its insurer, Russia Club, also walked away from the wreck.
In 2011, the Seli-1 made headlines again when oil leaked from its battered hull.
Authorities have planned a meeting to discuss the vessel's future.
Samsa's Tsietsie Mokhele said they want the carrier removed soon.
In a separate incident in May, a Japanese fishing vessel ran aground off Clifton Beach.
Rescue officials managed to rescue the 28 Taiwanese fishermen and a dog.
The trawler was finally towed off following two failed attempts.
The company indicated it would cover the costs of salvage operations.
