The City of Cape Town will decide whether to appoint shark spotters for Koeël Bay.
David Lillienfeld was killed on Thursday after he was bitten by a Great White Shark in False Bay.
The 20-year-old was bodyboarding with his brother and friends at the time of the incident.
His brother, Gustav, said he tried to save him but he succumbed to his injuries.
The beach has since been off limits and a shark spotter temporarily stationed there.
The city's Gregg Oelofse said, “We’re just completing our report on the shark attack that took place on Thursday. One of the recommendations is to ask the shark spotting programme to reassess the viability of operating at Koeël Bay on a full time basis.”
Meanwhile, one conservationist said there will be no definitive answers to whether chumming in False Bay may have contributed to the attack.
The Environmental Affairs Department responded immediately by pulling the plug on the filming of a documentary, which involved researchers using bait to attract sharks in order to tag the predators.
Conservationist Lesley Rochat said there was a lot of confusion.
“It is difficult to say the tragedy was linked to the Shark Men crew that was chumming and attracting sharks and tagging them. At the same time, we can’t rule it out.”
Lillienfeld represented South Africa at the World Games in November.
The South African Bodyboarding Association (Saba) called his death a major blow to the sport.
