A woman and her two children were killed when they stood in front of an oncoming train outside Eerste River on Tuesday morning, Metrorail said.
"They stood right in the middle of the track and we suspect it may have been suicide," regional manager Lindelo Matya said.
"It is suspicious that it happened at 5am when it's slightly dark and in an area that people don't normally cross."
He said trains bound for Strand were affected, as they had to be re-routed to one line.
An inquest docket had been opened by the police.
